The Hung Shui Kiu Effluent Polishing Plant (HSKEPP), is located in the north-western side of the Hung Shiu Kiu / Ha Tsuen New Development Area (HSK/HT NDA). It is designed to provide reliable, adequate and quality sewage treatment and sewage effluent disposal for the sewage collected from the new developments within the HSK/HT NDA and other developments on the North West New Territories (NWNT).

The HSKEPP site consists of two pieces of land: the western site (at the western of Ha Tsuen Road) which is currently occupied by the decommissioned SWPTW, and the eastern site (at the eastern of Ha Tsuen Road) which will be resumed under HSK/HT NDA development. CEDD is in charge of the site formation of the eastern site and will hand over the land to DSD for HSKEPP’s construction in Q1 2026. DSD is responsible for the site formation works at the western site of HSKEPP which will be carried out under the first contract of HSKEPP Project (i.e. Contract No. DC/2023/15 - Site Formation Works for Hung Shui Kiu Effluent Polishing Plant Phase 1).  Works within the area of remaining western site and eastern site will be commissioned under other contracts.
